At the start of the Amazon Prime series The Boys, it seemed like Homelander was a character who pretended to be a hero while actually being a villain, and it seemed as if Billy Butcher was someone who took on the outward appearance of a villain but may actually be a hero. However, after two seasons of the series, it seems like both Homelander and Butcher are extremely villainous.
While Butcher clearly isn't close to Homelander's body count, both characters have gone down some dark paths and made some dark choices, proving that they're both worthy of the mantle of The Boys' greatest villain.
10 Homelander: Using The Plane Crash To His Advantage
Obviously letting a plane full of people crash when he was capable of saving them is a beyond messed up thing to do, but what made the complexity of Homelander's repulsiveness so readily apparent was the fact that he actually used a tragedy he caused to drum up sympathy and positive publicity for Vought.
Although it was Homelander's decision to let Transoceanic Flight 37 crash, he made a grand speech about how if the American military let superheroes in on their intel, then the tragedy could have been prevented.
9 Butcher: Using Hughie
The boys themselves are a bit of a ragtag group of bandits, but relatively speaking, Hughie Campbell is obviously the purest cinnamon roll of the bunch.
So then, the obvious fact that Billy Butcher uses, abuses, manipulates, and overall mistreats Hughie is one of his worst qualities. Butcher really shows no regard for Hughie unless he's absolutely forced to, and he doesn't hesitate to put Hughie in mortal danger for his own ends.
8 Homelander: Abducting Ryan
From an objective moral perspective, the way that Homelander deals with Ryan isn't his worst behavior by a long shot.
However, subjectively it really is some of his worst. Homelander is obsessed with the idea of family, and is creepily obsessed with the idea of mothers in particular, so the fact that he kidnaps Ryan away from Becca is truly horrifying. He shows no regard for his son's safety and well being, and obviously sees him as a toy instead of a person.
7 Butcher: Doing Anything To Get Becca Back
It's true that Billy Butcher lost almost everything when he lost his wife, and it's no surprise that he will do anything in his power to avenge the wrongs that have been done to both of them, nor is it surprising that he desperately wants her back.
But the real problem lies in the methods he'll use to get her back. He won't hesitate to betray, manipulate, or even kill anyone in order to get what he wants, and he doesn't even seem to have any regard for Becca's wants either.
6 Homelander: Creating Supervillains
Homelander is obviously a dark, twisted interpretation of Superman. And when Homelander didn't have ultimate rivals to contend against, he created them. The fact that Homelander literally created super-terrorists in order to demonstrate his own value and importance is nightmarish.
Homelander has truly proven that he has no regard for human life, and only cares about achieving his goals and dreams no matter the cost.
5 Butcher: Being Bigoted Against Supes
Starlight actually made a really good point about Billy when she accused him of being bigoted against supes.
After what happened to him it's no surprise that he has hatred for Homelander, but he let that hatred grow and fester into a legitimate prejudice against all superhumans. Just as Homelander regards all humans as inferior beings, Butcher sees all supes as deserving of death, even if they're decent people.
4 Homelander: When He Let The Plane Crash
When Homelander and Queen Maeve set off to save a hijacked plane, Homelander showed the true colors that lay beneath his heroic veneer. He himself damaged the plane beyond repair, and he alone had the power to save the people on the plane.
But out of a sense of laziness and disregard, he decided to let them die, all the while reassuring them that they would be fine, and then threatening them when they begged for his help.
3 Butcher: Being An Ass To His Friends
Billy Butcher may be the leader of the boys, but it's sometimes hard to understand why he should be. Although these guys are his friends and would do nearly anything for him, he's extremely quick to treat them badly or completely write them off.
He's not quite so callous as to not even care if they live or die, but most of the time it seems like he barely cares about them more than that.
2 Homelander: When He Killed Madelyn
Although letting the plane crash was Homelander's most brutal decision in terms of global impact, his most horrifying act has got to be killing Madelyn Stillwell.
Initially it seemed as if Madelyn was the only person in the world that he actually cared about, however as soon as he realized that she had betrayed him, he didn't hesitate to literally fry her head with his laser beam stare.
1 Butcher: Trying To Manipulate Becca Into Leaving Ryan
Before Billy discovered that Becca was alive and had a son that was half Homelander, it seemed like he truly did love her.
However, once the discovery of Ryan was made, it seemed like all Billy cared about was ditching him, regardless of the effect it would have on Becca and Ryan. His behavior towards them both was extremely callous and cruel, and took no consideration of their feelings or the fact that they had a very deep bond.
