Across four movies to date, the MonsterVerse has already showcased a wide variety of villains from both the human side of things and the Titan side of the universe. Whilst all of them are memorable in their own ways, some are definitely smarter than others.
There have been brilliant scientists, megalomaniacal business owners, hardened mercenaries, and godlike beings from other worlds so far in the franchise, all showing ingenuity and resourcefulness in their own ways. But how do they rank against each other? Let's look at them all, from least to most intelligent.
11 Mechagodzilla
As much of a character as Mechagodzilla has successfully become in their own right, they're not really a conscious being like the Titans and certainly not like any of the human villains. They are, eventually, shown to be controlled solely by the remaining consciousness of one of Ghidorah's heads. But it's important to remember that it's shown to be the least intelligent of Ghidorah's three heads.
10 "The Big One"
This very large Skullcrawler is described as being so powerful that they killed Kong's parents and, even though they don't show up until the finale of Kong: Skull Island, "The Big One", as Marlow calls it in the movie, is clearly a wily beast that gives the King of Skull Island a tough fight. In a more heartbreaking scene, they're also shown to be too smart to be fooled by the heroic Cole's sacrifice when they walk towards it with live grenades.
9 Maia Simmons
The daughter of Apex Cybernetics founder Walter Simmons, Maia is clearly a driven and headstrong person who knows what they want and won't let anyone, or anything, stand in their way. Nevertheless, they end up doing what is really just their father's dirty work. She never really demonstrates much independent desire outside of her father's plans and desires, dying at the hand of Kong after ordering a pilot to shoot at the Titan to move it out of the way. Clearly a short-sighted decision.
8 Walter Simmons
Walter Simmons manages to last a little bit longer into the finale of the movie than his daughter but is still undone by his own arrogance and stupidity, having not only built Mechagodzilla but then provided the means for Ghidorah's head to take control of it and kill him. Walter Simmons is shown to be very well-respected in the MonsterVerse nonetheless and the technical achievement of Mechagodzilla is certainly impressive, even if the logic of the decision leaves a lot to be desired.
7 Rodan
Rodan has a certain henchman-like quality to them in Godzilla: King of the Monsters, they're clearly a villain but there a bit more of a wild card than the more dastardly Ghidorah.
"The Fire Demon" seems content to submit to whichever Titan shows the requisite strength to be the Alpha and is smart enough to know when to switch sides.
6 The Mutos
Similar to Rodan, the Mutos are fairly cunning in their own way, surviving for as long as they have through a combination of teamwork and brute strength. Unlike a lot of other Titans, there also shown to be a significant match for Godzilla, even if he had appeared to have been out of action for quite a long time at that particular point.
5 Preston Packard
Preston Packard is a decorated war veteran who is clearly very well respected by the soldiers under his command until his dissatisfaction with then of the Vietnam war and his first encounter with Kong lead him down a self-destructive path of revenge.
It should be noted still, however, that Packard is still smart enough to take down Kong by using a trap filled with napalm and explosives. He even could have killed Kong had James Conrad and Mason Weaver not intervened at the last moment.
4 Ren Serizawa
Introduced as the Chief Technology Officer of Apex Cybernetics in Godzilla Vs. Kong, which could just be an outright lie fabricated by the nefarious Walter Simmons as all Ren Serizawa really seems to work on is Mechagodzilla. Specifically, piloting it. Ren Serizawa is the son of the heroic Ishiro Serizawa and certainly demonstrates less wisdom than him but a lot more than his employer, at the very least.
3 Alan Jonah
Alan Jonah is a "former British Army colonel turned eco-terrorist" who has experience in acquiring and selling Titan DNA. He's also an extremist who breaks several Titans out of Monarch's containment. He's a cunning villain that's always one step ahead of the heroes and ultimately slips through their fingers. But he would be nothing without the important help of our next entry.
2 Dr. Emma Russell
Quite clearly a brilliant mind that has gone down a dark path, Dr. Emma Russell not only perfects a device to communicate with the Titans of the MonsterVerse but then uses it to reshape the natural order of the world forever by releasing several Titans. They eventually see the error of their ways and help to restore the balance that they were originally planning before the global chaos that they cause, but it's not quite enough to forgive some of their more rash decision-making.
1 Ghidorah
Godzilla Vs. Kong establishes that Ghidorah's three heads communicate with one another telepathically and, while they don't all seem to share the same brainpower, the heads collectively have an overwhelming intelligence when put together. Ghidorah is a fearsome opponent who almost takes out Godzilla several times, and their severed head from Godzilla: King of the Monsters even gets some revenge from beyond the grave when it ends taking control of Mechagodzilla.
